The article uses an institutionalist framework for analysing challenges related to working effectively with ethics in the Norwegian Army. The article shows that an organisational analysis brings out specific challenges that help or hinder the implementation of ethics program. The authors present results from a survey on how ethically relevant organisational issues are discussed in the Army and suggest ways to design more efficient ethics programs, taking organisational characteristics into account.
